So.. I changed ISO to UTF-8 in all files, like lang files and some tpl files.
I created a database in utf8 too.

But there is one problem! All news, messages and e.t.c inserts in database like "Ð´Ð¾ÐºÐ°Ð·Ð°Ñ ‚ÑŒ", not like normal Latvian or Russian text.

Where can I add query to convert all data to utf8?

Ok, I found a solution.
At first you should open /system/database/mysql.php
Then after insert and update functions, add string mysql_query("SET NAMES 'utf8'");

At first look everything works well.. But still need to test..
